Vice President Joe Biden has stated on more than one occasion that he regrets not running for president in 2016. Today, he is going to announce the creation of a new political PAC. Is he really doing to run in 2020?

Biden 2020? Former VP to announce new PAC on Thursday
Joe Biden is reportedly assembling a political action committee, putting him on the map for a potential 2020 run.
The former vice president is planning to announce the PAC on Thursday, the New York Times reported Wednesday. His former aide, Greg Schultz, will lead the effort. On the surface the PAC would serve as Biden’s way to help the Democratic Party with the 2018 midterms, raising money and campaigning on his allies’ behalf.
According to another report from Politico, the group will be called American Possibilities.
American Possibilities will be “dedicated to electing people who believe that this country is about dreaming big, and supporting groups and causes that embody that spirit,” the PAC’s launch materials say.
